AEC Engineering, LLC., a minority owned, HUB Certified, Full-service Environmental/Civil Engineering Services firm is headquartered in McAllen/Edinburg, Texas. We offer a unique set of skills in every aspect of civil design and environmental compliance. We understand that having boots on the ground during a construction project builds trust between engineers, builders, clients, and contractors.
Our hands-on approach and attention to detail is the niche that we have filled for our clients since our inception in 2006. Our Firm is a Texas Licensed Engineering Firm, Geo-Science Licensed Firm, and a DSHS Licensed Asbestos Consulting Firm.

Carlos Garza, P.E.
Carlos Garza, P.E. P.G., SIT, CFM has over 20 years of experience and education in Environmental and Civil Engineering practices. His numerous certifications and professional affiliations, in addition to his BS and ME in Agricultural Engineering from Texas A&M University, have led to his involvement in countless civil and environmental engineering projects across Texas including the expansion City of Edinburg Transit Center and the Monahans Sandhills State Park.

Roel Hernandez
Though Roel Hernandez started his career in central Texas, he returned to the Rio Grande Valley and has been with AEC Engineering, LLC. since 2006. He holds an Associate’s Degree in Computer Drafting & Design from Texas State Technical College and has been awarded several recognitions including the Turner Collie & Braden Quality Performance & Risk Management Achievement Service Award. His experience includes over 20 years of engineering design services for Municipal, Commercial, Multi-Family and Residential projects.
Jorge De Zenea
Jorge has been with AEC Engineering, LLC. Since 2012 and brings over three decades of Engineering Design and Project Management experience.
His project assignments have gained him vast experience in a wide variety of projects. His projects include a multitude of projects from Federal, Municipal, Commercial, Multi Family, and Residential Projects. One of his notable projects is Brentwood Manor Subdivision in Edinburg, Texas. This development employed innovative design principles that allowed the most efficient use and development of the combined residential and commercial development. Jorge has notable experience in dealing with retail stores and Commercial Site Plan Development.
Angela M. Garza
Angela Garza has been with AEC Engineering, LLC. from day one. With over 20 years of experience in data management and technology, she oversees all office business and office files. She holds a Master’s in Management Information Systems from Texas A&M University College Station and a B.S.B.A. in MIS from the University of Southern Mississippi.
Lawrence Emery, P.E.
Eric has a BS in Civil Engineering, and an MBA in Business Finance. He is a skilled problem solver with a range of progressive professional experience including waterfront structures, grocery anchored retail centers, single tenant retail projects, mixed use buildings, large scale residential, medical/ dental offices, and multifamily developments (duplexes to large apartment complexes). He has developed a holistic approach to site selection, project planning, design and execution.

Jorge “George” F De Zenea
George as we affectionally call him, joined AEC Engineering in 2021. Since initializing his tenure at AEC Engineering, he has been involved with a variety of Quick Serve Restaurant (QSR) projects and Commercial Developments. He has been heavily involved with the development of commercial projects ranging from single use developments to multi-tenant developments.
